Rates Remission

Remissions allow you to have a reduction in your rates:

1. A non–profit organisation, sporting or community group can request a remission on their rates. This is applied for in the first year and reviewed every three years. If an organisations status changes (eg. they get a liquor license) they must inform us immediately.

2. Contiguous properties – General (having common boundaries) that are owned by the exact same person and are used as a single unit may be excluded from paying Uniform Annual General Charges and Uniform Targeted Rates. Adjoining properties each maintaining a dwelling do not qualify for contiguous status. Please note ratepayers will need to apply for the remission in the first year, and inform Council if the remission status changes. A review will be taken every three years. Please note the owners name needs to be the same on all properties. For example if a property is owned by an individual and the other property is owned by a family trust they will NOT qualify for a remission.

3. Contiguous properties – Unsold Subdivisions (having common boundaries) that are owned by the exact same person (see note under contiguous properties general) and are unsold may be excluded from paying Uniform Annual General Charges and Uniform Targeted Rates. Adjoining properties each maintaining a dwelling do not qualify for contiguous status. Please note ratepayers will need to apply for the remission in the first year, and inform Council if the remission status changes. A review will be taken every three years.

4. Contiguous properties – Forestry (having common boundaries) that are owned by the same person or different people and are a single forest may be excluded from paying Uniform Annual General Charges and Uniform Targeted Rates. Adjoining properties each maintaining a dwelling do not qualify for contiguous status. Please note ratepayers will need to apply for the remission in the first year, and inform Council if the remission status changes. A review will be taken every three years.

5. Non-contiguous rural properties that are owned by the exact same person (see note under contiguous properties general) and are farmed as a single entity may be excluded from paying Uniform Annual General Charges and Uniform Targeted Rates. Note these properties do not share the same boundaries. Properties maintaining a dwelling do not qualify for this remission. Please note ratepayers will need to apply for the remission in the first year, and inform Council if the remission status changes. A review will be taken every three years.

6. Penalty remissions are only granted in extreme circumstances, mostly if an error has been made. It is the owner’s responsibility to notify Horizons of any change of address. The city or district council need to supply this information to Quotable Value who in turn notify Horizons.

7. Rates Rebate

The Government operates a scheme to assist low income ratepayers with payment of both their regional and city/district council rates. If you are a residential ratepayer and your income for the year ended 31 March 2013 was $23,870 plus $500 per dependent or less, you may be eligible for a rebate of up to $595.

Claims for regional rates rebates must be claimed through your city or district council. Any regional rebate due will then be deducted from your city or district council rates account, not your regional rates account.
