Regional Land Transport Programme FAQ

As a result of recent law changes, the Regional Transport Committee (RTC) Horizons is now responsible for preparing a RLTP for 2009-10 to 2011-12. This is on behalf of all the District Councils in our Region (Wanganui, Manawatu, Rangitikei, Horowhenua, Ruapehu and Tararua) and Palmerston North City Council, the New Zealand Transport Agency and Horizons itself.

This important document will set out the transport activities the Region would like to put forward in hopes of obtaining funding from Central Government. The RTC has examined all the activities in the programme and determined its highest priorities. The programme is being released for public consultation alongside our Draft Community Plan and we are inviting you to comment on how well the planned activities address the main transport issues in our Region and what you think should be our highest priorities.

The programme encompasses:

  • maintenance and operation of local roads and state highways;
  • roading improvements (local and state highways);
  • public transport services and infrastructure;
  • road safety activities; and
  • walking and cycling facilities and promotion.

If you wish to comment on the specific details of a project, you should contact the organisation responsible for that project. This may be the District or City Council supporting it or the New Zealand Transport Agency (for state highway projects).

If you wish to comment on local road maintenance and development activities and their funding from rates, you should contact the relevant Council or make a submission on its Draft Community Plan.

Submissions to this RLTP should be about:

  • the transport issues and priorities to be addressed through this programme. Do you agree that these are issues of concern to our Region – has the RTC got its focus right? For example, should projects to improve road safety be our highest priority?
  • the importance the RTC has placed on the various types of transport activities in the programme, such as improving roads, maintaining them to a high standard, providing public transport, running community road safety education etc. Which activities are the most important and why?
  • whether there are any other transport projects or activities which you believe to be important for the Region, but which are missing from the programme.
