The Horizons Regional Transport Committee is responsible for preparing a Regional Land Transport Programme (RLTP) under the provisions of the recently amended Land Transport Management Act (LTMA).
The amendments to the LTMA in 2008 have introduced some significant changes in the land transport planning and funding system. One of these changes is a shift from an annual transport programme submitted by individually approved organisations (such as your District or City Council) to a three-year RLTP coordinated by Regional Transport Committees.
This means that your Regional Transport Committee (coordinated by your Regional Council) has produced a RLTP that identifies all land transport activities in our Region that are to receive funding assistance from the National Land Transport Fund.

If you make a submission, you can present your comments in person to the Draft Regional Land Transport Programme Hearing Committee. Please tick the box on the submission form to request to speak at the Hearing. Submissions will be heard from Wednesday 20 May. We will contact you directly to arrange a suitable time.
There are different avenues for commenting on other aspects of the programme.
If you wish to comment on the details of a specific project you should contact the organisation responsible for that project. This may be the council supporting it, or, in the case of a state highway project, the NZ Transport Agency.
We are also consulting on Horizons transport functions, such as your bus services, total mobility and road safety. This is being consulted through the Draft Community Plan 2009-2019.
If you wish to comment on local road maintenance and development activities, and their funding from rates, please contact your local District or City Council or make a submission on its Draft Community Plan.
