Review of representation arrangements for the 2013 local elections

On 26 June 2012, Horizons Regional Council reviewed its representation arrangements, and resolved that the following proposal apply for the Council for the elections to be held on 12 October 2013:

Council Representation

It is proposed that the Council will comprise 12 members elected from six constituencies, including the Chairman.

Communities of Interest

The six constituencies of Ruapehu, Wanganui, Manawatu-Rangitikei, Palmerston North, Horowhenua-Kairanga and Tararua reflect identified communities of interest, effective representation of communities of interest and fair representation of electors.

The population that each member will represent is as follows. (Note, the population numbers have been rounded by Statistics New Zealand)

In accordance with section 19V(2) of the Local Electoral Act 2001 the population that each member represents must be within the range of 19,350 +/- 10% (17,415 – 21,285) unless particular community of interest considerations justify otherwise. The constituencies of Ruapehu and Wanganui fall outside the stipulated range. The Council considers that the key representation principles of communities of interest, effective representation and fair representation are currently being met through its existing constituencies and boundaries, and resolved to retain the status quo.

Submissions are invited:

Persons with an interest in the proposed representation arrangements are invited to make written submissions on the Council’s representation proposal. Submissions are to be either delivered or posted to Horizons Regional Council, 11-15 Victoria Avenue, Palmerston North, or faxed to 06 952 2929 (Attention Kay Booth) or emailed to help@horizons.govt.nz.

Submissions must be received by Horizons Regional Council no later than 5pm on Monday, 13 August 2012.
