Group plan All CDEM Groups were required to produce a Group plan by June 2005. Our plan was approved on 14 March 2003 – the first in New Zealand to reach this stage. Our Plan has been prepared to assist in developing the general public's understanding of the risks facing communities, the emergency management processes being undertaken on its behalf, and communities' role in achieving self reliance. It takes a regional approach, and seeks to provide the foundation for helping agencies work together. Click here for submission requirements Our Region’s Group plan contains four chapters: Chapter 1 Introduction This focuses readers on the need for a plan, its purpose, the area to which it applies, legislation issues, and how to make a submission. Chapter 2 Strategic component This states the goals, hazards and risks for the CDEM Group and identifies key issues and how to address them. Chapter 3 Operational component This section explains each CDEM Group member's responsibilities in the event of an emergency, for day-to-day readiness, response and recovery. Chapter 4 Administrative component This outlines administrative arrangements needed to support the CDEM Group such as committee delegations, funding arrangements etc. The Ministry of Civil Defence and Emergency Management provides guidelines for the preparation of CDEM Group plans.
