Plan Change 2 Further Submissions Process

All further submissions on the original submissions received on Proposed Plan Change 2 (PPC2) have been all been received by Horizons and thus submissions are now closed. The Summary of Submissions and Decisions Requested is available here.

A further submission allows people to support or oppose other people's submissions, and to comment on how a submission could impact on you. Further submitters can present their views to the hearing panel alongside the original submitter.

The further submission process is prescribed by the Resource Management Act 1991 (RMA), Schedule 1 Clauses 7, 8 and 8A. It enables the following people to make a further submission:
  • Any person representing a relevant area of the public interest;
  • Any person who has an interest in the proposed plan change greater than the interest the general public has;
  • The local authority itself (i.e., Horizons).
In a further submission you are limited to a matter in support or opposition to the original submission; you cannot introduce a new topic through a further submission.

IMPORTANT: A copy of your further submission must be sent to the person who made the original submission within 5 working days of making your further submission to the Regional Council. This can be via email; email addressed are listed at the beginning of the Summary of Submissions, where submitters have provided them. Alternatively, postal addresses can be found with decisions requested.
