An enduring, productive relationship between Horizons Regional Council, Māori and resource users of the Region will achieve better resource management outcomes than each of us working alone. This concept is expressed by the wisdom of the proverb “Nāku te rourou nāu te rourou ka ora ai te iwi” – which refers to the benefits of co-operation and sharing of resources to achieve a common purpose.

When building and maintaining relationships, Horizons wishes to work in a way that enhances the mana of all participants and leads to agreed environmental results. A healthy relationship should mean:

• We understand each other’s world views and how they work together
• We are aware and understand each other’s concerns and issues
• We have genuine conversations about mutually acceptable environmental outcomes
• Mātauranga Māori enhances resource management projects and research
• Cultural monitoring programmes combined with western science enhance decision-making
