Annual Plan

Council reviews the details of its Long-term Plan (LTP) each financial year and adjusts them where needed. This is done via the Annual Plan process and can involve public consultation if the proposed adjustments are significant. The Annual Plan details the activities Council agreed to undertake for the relevant year in the LTP and outlines any changes.

Council adopted the 2023-24 Annual Plan on 30 May 2023. It chose not to consult on the Plan as there was no significant deviation from the activities outlined in Year 3 of the 2021-31 LTP. Read more in our media release.
 

2025-26 Annual Plan

We consulted on our 2025-26 Annual Plan, as well as an amendment to our 2024-34 LTP, between 31 March and 1 May 2025. We asked about two specific issues as part of our Annual Plan consultation: funding public transport improvements without NZ Transport Agency Waka Kotahi funding, and how we should pay for our share of remaining work at Te Pūwaha (the Whanganui Port revitalisation project). 

The Annual Plan was passed by Council in June 2025. Key decisions include:
  • committing to fund public transport improvements in Whanganui and Horowhenua without NZ Transport Agency Waka Kotahi;
  • paying off the loan for Te Pūwaha works over 35 years; and
  • investing more into possum control to cover areas OSPRI will no longer service.
