Long-term Plan

Horizons produces a new operational plan, known as a Long-term Plan (LTP), every three years. The LTP sets out the Council's strategy, programmes and budgets in detail for the coming three years, and in broad outline for a further seven years (10 years in total).

Council adopted the 2024-34 LTP on 25 June 2024, following an extensive consultation period where submitters shared their feedback on key issues.

The consultation period for the 2024-34 LTP took place Friday 22 March to Monday 22 April. Throughout that period, the 2024-34 Horizons Long-term Plan Consultation Document was made available for public feedback and review.

During the consultation period, we encouraged you as our community to have your say on the areas of business we have asked for feedback on, along with any other areas of business you wish to comment on.

During the 2024-34 LTP process, we also presented Horizons’ Infrastructure Strategy. The strategy identifies the significant infrastructure issues we face for the next 30 years for river management, flood protection and drainage infrastructure. The strategy assesses potential options for managing these issues and identifies the preferred approach. The Infrastructure Strategy links with the Financial Strategy and other aspects of the LTP to demonstrate the implications, including financial implications, of the preferred responses to River Management and Flood Protection Activity. This includes the changes to operational activity, asset management processes and the capital programme, with new performance targets and changes to budgets.

The Infrastructure Strategy is contained in the full LTP, but we've also extracted it and have it available below for easy access. We have not changed the page numbers between the full LTP and the extracted Infrastructure Strategy, which is why the extracted copy starts at page 27.

Each financial year Council reviews the details of the LTP and adjusts them where needed. This is done via the Annual Plan process and can involve public consultation if the proposed adjustments are significant. The Annual Plan details what Council agreed to for the relevant year in the LTP and outlines any changes.

Council adopted the 2023-24 Annual Plan on 30 May 2023. It chose not to consult on the Plan as there was no significant deviation from the activities outlined in Year 3 of the 2021-31 LTP.
