Horizons to support all councils in the region through next phase of local government reform

The mayors of Rangitīkei, Manawatū, Ruapehu, Tararua and Whanganui districts have signed a memorandum of understanding, establishing a collaborative programme of work for exploring the future direction of local government across the region. Meanwhile, Palmerston North City and Horowhenua District councils voted this week to undertake a separate front-foot approach to local government reform with a commitment to work together. Both approaches allow for other councils to be involved in the future.

Horizons chair Nikki Riley says she commends all councils within the region for the efforts made to inform what will be intergenerational decisions regarding local government. 

“Given Horizons’ ineligibility to put forward a proposal – central government’s criteria did not allow regional councils to submit amalgamation proposals – we have acted in a supporting and enabling role to the region’s Mayoral Forum and each of the member councils.

“This includes providing data and information about the regional functions we govern and undertake on behalf of all our region’s communities. We know this information has been valuable to our region’s city and district councils throughout the local government reform process, especially given the challenging three-month timeframe to decide on a Head Start pathway.

“With the 9 August deadline upon us, Horizons has sent letters of support to all our councils and noted our continued willingness and desire to support each council’s ongoing decision-making.”
