Property and Rates
Every property owner in the region contributes to our work programmes through their regional council rates. Horizons Regional Council is an entirely separate organisation from your city/district council. City and district councils are responsible for community services in your area, such as road maintenance, libraries, recreation areas and land use. Regional councils ensure sustainable use of the region's natural resources, lead regional land transport planning, contract passenger transport services, and coordinate regional responses to natural disasters and emergencies.
Before 2002, Horizons rates were collected on our behalf by the city and district councils. However, this changed to direct rating to provide ratepayers with greater clarity around how these rates are spent.

The rates you contribute are essential to delivering the services and infrastructure that underpin our collective well-being – now and into the future.
Pay Property Rates
There are several ways to pay, allowing you to select the option that best suits. These options are also listed on the back of your rates invoice. If you’d rather receive your invoice by email in the future, that’s not a problem. In your invoice you will find a unique code (and a link) you can use to sign up online.

Annual Consent Monitoring Charges
Section 36 of the Resource Management Act 1991 (RMA), Section 243 of the Building Act 2004 and Section 150 of the Local Government Act 2002 (LGA) enables local authorities to fix charges for various administrative and monitoring activities. Horizons Regional Council sets their Section 36 charges every year through the Annual Plan process and issues these to consent holders to assist with our consent monitoring work and for our science, research and environmental monitoring activities.
