A key role for a regional council is the strategic planning for public and land transport networks, to provide economic, sustainability and safe connections across and beyond our rohe.
Transport plays a big role in shaping what the Horizons Region is like as a place to live, so it’s important our transport plans support our broader goals for the region.
A well-used public transport system is fundamental to the success of our region. It is critical that we have a plan to identify public transport needs and opportunities and set out the means to deliver these.
Regional Land Transport Plan (RLTP)
The Council’s role is to lead and advocate for a strategic and integrated land transport network and does so through the development and coordination of the Regional Land Transport Plan (RLTP).
The Council is required to ensure that the Regional Transport Committee prepares an RLTP every six years (with a review every three years) and approves it for submission to NZ Transport Agency Waka Kotahi (NZTA).
The RLTP is the guiding strategic document for land transport within our region and outlines the direction for land transport funding over a 10-year period. The RLTP describes the long-term vision, objectives, and identifies the investment priorities and transport projects the region intends to invest in.
Regional Public Transport Plan (RPTP)
Sitting underneath the RLTP is the Regional Public Transport Plan (RPTP). The RPTP guides the design and delivery of public transport services, information, and infrastructure in the Horizons Region. RPTP has a ten-year strategic focus with particular attention to the coming three-yearly operational cycle.
Regional councils such as Horizons who provide or fund public transport must adopt an RPTP.
Council may review the RPTP from time to time, but must be reviewed and, if necessary, renewed or varied at the same time as, or as soon as practicable after, the public transport service components of a regional land transport plan are approved or varied.
Economic growth in our region
The Horizons Region is well placed to support freight movement and migration of people looking for access to affordable housing, employment, health, education, cultural and social opportunities.
There are multiple regional initiatives underway designed to realise these opportunities and invigorate the economy. One such initiative is Accelerate35 Economic Action Plan.
