One Plan
The One Plan defines how the natural and physical resources of the Region, including fresh water, air, productive land and natural ecosystems, will be cared for and managed by the Regional Council in partnership with Territorial Authorities and the community.
One Plan Reviews and Changes
Planning documents must evolve if they are to remain effective. This can be prompted by a new or changed policy direction or standards from central government, or can follow an evaluation of how well the regional policy statement and regional plans are working.
One Plan Supporting Documents
Documents that shaped the One Plan, including different versions of the Proposed One Plan, technical reports and evidence, and decisions from the submissions hearing panel and the Courts.
Long-term Plan
Horizons produces a new operational plan, known as a Long-term Plan (LTP), every three years. The LTP sets out the Council's strategy, programmes and budgets in detail for the coming three years, and in broad outline for a further seven years (10 years in total).
Annual Plan
The Annual Plan details the activities Council agreed to undertake for the relevant year in the LTP and outlines any changes.
Annual Report
We produce an Annual Report every year that looks at our actual performance compared to what we set out to do in our Long-term Plan and Annual Plan. It's a formal account for our communities of the decisions Council makes throughout the financial year.
Urban Development
Urban development plays a vital role in shaping the future of our communities. At Horizons, we collaborate closely with our district and city councils to support housing and business land growth, ensuring we meet the needs of our region’s urban areas as per the National Policy Statement on Urban Development (NPS-UD) 2020.
Regional Pest Management Plan
Pest management is a joint effort between the regional councils, their communities and a host of other agencies that have a role in managing the effects of pests on economic and environmental values. In recognition of our regional leadership role under the Biosecurity Act 1993, Horizons is the management agency for the Regional Pest Management Plan 2017-2037.
