Feedback sought on Horowhenua public transport network
20 August 2026 - 11:38 amPeople who live, work and play in Horowhenua District are being asked to give their thoughts on how to better connect their community and support the district’s growth.
Council is asking the community about how they use public transport and where they need to travel, with the feedback helping to inform possible future public transport connections within Horowhenua.
Horizons Regional Council team leader public transport Jayme Thorby says public transport services in the district currently focus on connections to places such as Palmerston North and Waikanae.
“There is also the Day Out In Town service, which every Friday runs between Levin, Shannon, Foxton Beach, Foxton and Waitārere Beach communities.”
The ‘Connecting Horowhenua’ survey is about asking people in Horowhenua what matters most when it comes to bus services in the district, says Ms Thorby.
“We want to understand where people travel, why they travel, what transport barriers they experience and what types of bus services they would use.
“We want to hear from people who already use public transport, as well as those who don't. Understanding the reasons why people choose not to use bus services, or who would use a service if it was available, is just as important as hearing from those who use current services.
“While this is similar to the Regional Services Review we did in 2023, when we asked the entire Horizons Region about their transport habits, we’re wanting more specific information to make sure public transport in Horowhenua reflects the community’s needs and supports its growth.”
“We are also asking people if they would be comfortable with more investment into improved services, or to make changes within the current budget.
“This helps our councillors to understand what the community wants when they make decisions about what to fund, especially with Horizons starting to create its 2027-37 Long-term Plan.”
Horowhenua Mayor Bernie Wanden says public transport is about helping people stay connected to the places that matter most.
“As our district grows, it's important we hear directly from the people who live, work and spend time here about what they need from public transport,” says Mayor Wanden.
“Whether you catch the bus now or not, I encourage everyone to take a few minutes to complete the survey. Your feedback will help shape future transport services and make sure community voices are part of the conversation.”

The survey, which should take about 5-10 minutes to complete, asks where people live, where they travel to, how and why they go there, what kind of connections should be prioritised, and what they believe are the best times of day for public transport should run, says Ms Thorby.

“We will also be out and about at a range of events across Horowhenua during the consultation period.”
Consultation closes at 4pm on Friday 18 September 2026.
